Resident alerts board to under-slab flooding; CDD approves drainage easement and NPDES filing

An Oak Run resident told the River Ridge CDD on Oct. 22 that ponding and high moisture levels under her home's slab caused wood flooring buckling and mold; inspections found no plumbing or HVAC leak and a foundation specialist recommended perimeter drain tiles and 5' to 10' downspout extensions.

Resident Lynda Sorensen asked the CDD and the HOA to coordinate a solution; staff and trustees discussed whether the CDD could address ponding, but concluded that installing drain tiles is an HOA matter although the CDD may assist with addressing ponding on common land. District Engineer Charlie Krebs noted the area in question was originally an indigenous preserve and not part of the stormwater management system.

Separately, District Counsel Tony Pires presented a template Proposed Grant of Easement for drainage from PSGRC to RRCDD. The board approved the template approach and agreed that, when specific easements are added to the agenda, a sketch and legal description will accompany each item. Mr. Krebs reported two additional drainage easements (Seaside II and a Golf Course area) are in progress and will be forwarded to counsel when ready.

Mr. Zordan also reported that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report had been filed with Lee County and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline; staff noted permit reporting requirements may change and instructed continuation into Year 8 until a new permit is issued.

The board approved the Proposed Grant of Easement and will provide updates when conditions allow work to begin (areas must dry before construction).
