Board approves $400,000 for Lakeview High paving; extends superintendent and CFO contracts and passes capital projects

The Regional School District No. 20 Board of Education approved several fiscal and personnel actions during its May 21, 2026 meeting at Lakeview High School.
Capital projects and paving: Susan Wheeler moved to authorize up to $400,000 for paving and parking at Lakeview High School; Krista Rizzo seconded. Board discussion focused on lighting, sidewalks, safety, and the feasibility of beginning work before July 1 and completing it before the start of school. The motion passed with eight yes votes, two no votes (Billie Jean Sideris and Kara Cruoglio), and two abstentions (Rob DeLayo and Scott Pottbecker), totaling 68.66% in favor and meeting the board’s required threshold.
The board also approved five proposed capital projects (GCS water filtration system, LIS expansion tank, landscape trailer, Warren boiler, and a mower) on a motion by Scott Pottbecker and seconded by Rob DeLayo; the motion carried with 94.57% support and at least one yes vote from each town (one abstention by Billie Jean Sideris).
Budget adjustments and donations: The board unanimously approved applying $242,675.96 to the FY25 budget deficit. It also unanimously accepted donated items for district programs—a washing machine for the PHMS Agriscience Program and plumbing/electrical parts for district use—under the board’s Policy 3280 on gifts, grants, and bequests.
Personnel and contracts: The board approved a new job description for an Elementary Intervention and Instruction Coordinator after questions about reporting structure and union placement. The RSD20 FSA Plan Document (amended and restated) was approved unanimously after a brief question about what had been changed in the document.
Following executive sessions, the board extended Superintendent Jeffrey Villar’s contract by one year with a 4.25% increase and a payout of six vacation days; the motion carried with 11 yes votes and one no. The board later extended CFO Julia Cardillo’s contract by one year, applying the automatic raise and adding $4,500 to base salary as an incentive; that motion passed unanimously.
Other business: A FY26 budget transfer (moving $7,000 from Lakeview High School Art Supplies to Graduation Expenses) passed unanimously, and the meeting adjourned at 10:40 p.m.
