Mendota council approves consent calendar, awards $4.19 million Westside Water Tank contract

The Mendota City Council unanimously approved its consent calendar on Aug. 19, 2025, including a $4,192,700 construction contract for the Westside Water Tank and Pump Station awarded to W.M. Lyles Co. and a warrant list (Check Nos. 56785–56833) totaling $1,374,488.24.
Mayor Pro Tem Jose Alonso moved to approve the consent calendar items and Council Member Libertad "Liberty" Lopez seconded; the motion passed 5–0. The consent calendar also included adoption of Resolution No. 25-50 declaring certain city-owned property surplus and Resolution No. 25-51 to award the construction contract.
During the business portion of the meeting the council adopted Resolution No. 25-52 to appoint voting delegates for the League of California Cities annual conference. Mayor Victor Martinez moved to appoint Mayor Pro Tem Jose Alonso as the voting delegate with Council Members Libertad "Liberty" Lopez and Joseph R. Riofrio as alternates; the motion was seconded by Mayor Pro Tem Alonso and passed unanimously.
Council Member Joseph R. Riofrio moved, seconded by Mayor Pro Tem Alonso, to direct staff to draft a formal naming policy for dedication plaques tied to city projects. The motion instructs staff to include the names of council members serving at the time of a building’s grand opening, council members from the prior term, key staff and elected officials who advocated for project funding. The motion passed 5–0.
The council also adopted Resolution No. 25-53 to remake the dedication plaque for the Mendota Council Chambers & Police Station and approved modifying the plaque to add the names of State Senators Anna Caballero and Anthony Cannella. Council Member Riofrio moved the resolution; Council Member Lopez seconded and the vote was unanimous.
Votes and motions recorded in the meeting minutes indicate no dissents; all actions listed above were approved by a 5–0 vote.
