Belpre to pick firm for wastewater project as city pursues state and federal water funding

Belpre officials told council on April 28 that the city has completed initial interviews with four firms for a wastewater treatment plant request for proposals and is preparing to select a company to provide a scope and fee and to pursue state and federal funding.
Mayor Abdella said the city "interviewed 4 firms during the RFP process" and is "finalizing our selection," and that staff will work to identify state and federal grant opportunities to help pay for the work. She also listed related water projects under way: an awarded contract for a water tank and a 10-inch water-main extension and a scheduled pre-bid meeting for the SCADA project.
Council was also told staff submitted lead service-line information back to the U.S. Environmental Protection Agency and will continue collecting data through 2025 and 2026 as required. Mayor Abdella said the city filed for EPA drinking-water funding and was awarded generator and source-water-protection funding "for the area of [the] well field," which the city will use to improve resiliency and signage.
Officials noted a separate technical problem with replacement meter radios (MXUs). Mayor Abdella said Core & Main will send a specialist May 8 to assist on-site with installation and programming issues affecting radio connectivity.
The city did not set a construction timeline for the WWTP or for the water-tank project during the meeting; officials said selecting a consultant to provide a scope and fee is the next step and that funding decisions will follow once cost estimates are available.
Next steps: staff expects to finalize consultant selection, gather detailed scope and cost information, and pursue identified grant opportunities before returning to council with a recommended contract or funding plan.
