Council asks staff to study a limited moratorium on select developments

Other council members raised concerns about property rights and the legal and timing implications of a moratorium. Several members suggested that instead of a broad moratorium the council could prioritize LMO amendments to address immediate pinch points. Town manager Mark (speaker 3) told council staff will add an action item to assess a moratorium and return recommended language and impacts prior to final adoption of the strategic plan.
Outcome and next steps: staff recorded direction to examine a limited moratorium and bring findings and draft language to the July staff report. No moratorium was adopted at the workshop; the addition is for study only.
