Finance staff (Donna) explained timecard and payroll deadlines and said the sheriff payout must be processed separately because it’s handled like a bonus and cannot be batched with routine payroll. “I have to calculate the final payroll for this fiscal year on that same day and I can't do it in the same batch,” Donna said, noting the finance office prefers to resolve the issue before year-end to avoid manual tracking into the next fiscal year.
Staff said preliminary checks show the sheriff’s budget likely can cover the payout and there may also be non‑salary revenue on the sheriff’s books usable for the payment, but the county needs to verify exact accounts and provide public notice due to the payment’s size. Commissioners weighed holding the Thursday meeting as scheduled versus moving it; the transcript records a decision to proceed with processing on Thursday and follow up with additional public meeting discussion if needed.
The county will run reports to identify the appropriate appropriation and will provide a draft approach for public notice and payment processing at a future meeting.
