CSLB highlights new document-management system and imminent online sole-owner license application

The Contractors State License Board on Tuesday said it has launched an Enterprise Document Management System that converts historical photographs of records into searchable Adobe PDFs and has migrated more than 25 million documents to streamline licensing operations.

Interim Chief Deputy Registrar Michael Ginete told the board the EDMS went live in May 2025 and has already reduced manual processing burdens by making documents easier for staff to access and process. "It started as a photograph and it turned all those photographs into Adobe PDF files," Ginete said, adding the change has "really modernized our technology."

Chief of Licensing Carol Gagnon previewed a separate initiative: a new online application for sole-owner contractor licenses that staff expect to launch within weeks. The application will allow applicants to save and return to their forms, upload required documents, and pay by credit card instead of mailing checks or appearing in person. "They're going to be able to submit it online from their home, from their office," Gagnon said, noting the change should reduce errors such as missing signatures or unchecked boxes that currently result in applications being sent back for correction.

Board members who observed the application demonstration welcomed the modernization and its promise to reduce processing errors and travel burdens for applicants in distant regions. A member who attended an internal demonstration said many of her questions were answered during the presentation.

The board did not take formal action on the IT items but moved on to the next agenda item after the presentation. Staff said they will report back after the sole-owner application goes live and as they continue to onboard additional functionality within EDMS.
