Planning board seeks documentation, prior plans for two pier replacement filings

At its Jan. 14 meeting, the Westport Planning Board reviewed two shoreland repair applications and directed staff to request additional documentation before the board determines whether each filing requires planning-board action.
For one applicant the board noted an earlier filing described as a permit-by-rule (PBR) under the Natural Resources Protection Act (NRPA). Board members agreed the applicant should submit a town application, a copy of the prior approved plan, a revised site plan that removes obsolete lot lines, and a clear statement about how much of the original structure remains. Board members said such documentation is needed to decide whether the work is a repair (handled at a staff/code level) or a replacement that triggers planning-board review. Gary (staff) explained the town uses a 50% threshold to distinguish repair from replacement in shoreline areas.
The board also discussed coordination with state review: the NRPA/PBR track at the state is separate from town permitting, but both approvals are required to proceed. Members agreed it is acceptable to make town approval contingent on documentation or on the state permit outcome, and they requested staff (Jeff) to email the applicants (including Ted) with the list of required attachments and to look up legacy files where possible.
Separately, the board reviewed a pending site visit for the Quattrail application, tentatively set for Jan. 31, and reiterated notice requirements for any site visit when weather or safety (ice and snow) are concerns.
Ending: Staff will ask applicants to supply prior plans, revised site plans, documentation of NRPA/PBR status, and a statement on the 50% threshold; the board tabled formal action until that information is submitted.
