Capital committee approves FY27 enterprise capital budgets; vactor truck to be split between water and sewer

The Capital Improvement Planning Committee approved the Town Administrator's FY27 enterprise fund capital recommendations on Feb. 12, endorsing bonded capital of $445,000 for stormwater, $1,091,700 for water and $1,645,000 for sewer.
The committee discussed a planned vactor truck — the minutes list a total cost of $690,000 to be funded 50% by the Water Enterprise and 50% by the Sewer Enterprise. DPW Director Marina Fernandes told the committee the vehicle "would be used often" and would reduce the need to outsource certain excavation work. Attachment A shows the water and sewer shares recorded as $345,000 each.
Mr. Jim Davis moved to approve the enterprise fund budgets as presented; Mr. Robert Hiss seconded. The motion passed by roll-call vote with all members present recorded as voting "Yes." The motion vote included Lorraine Dee, Amy Dexter, John Folcarelli, Richard G. Wells, Jr., Dr. Elizabeth Carroll, Thomas McCarthy, Jim Davis, Michael Hale and Robert Hiss.
The approved FY27 enterprise recommendations in Attachment A also list continuing programs such as the meter replacement program for water and sewer and an authorization for a MWRA loan for certain water and sewer infrastructure items.
The committee set no further conditions on these appropriations during the meeting. The next committee meeting is scheduled for Feb. 26, 2026.
