The commission closed the hearing and issued an order with conditions for 18 Rams Road after staff reported the property (owned by Birch Grove Properties) had a failed septic system and contractors had recently entered the wetland to remove trash and debris. Staff described the disturbance as surface scratching from machine teeth rather than excavation and proposed hand-rake restoration and seeding overseen by Scott Jordan of Ecotech prior to septic installation.
Staff explained the proposed septic leach field sits near a well and that the design had obtained a D-number; they recommended a special condition requiring the restoration work be completed before the septic installation begins. The commission adopted the condition and closed the hearing by voice vote.
Staff said they would follow up with the applicant the next day to coordinate restoration and septic work.
