Council authorizes mayor to form ad hoc committee to study alcohol rules for Basham building

The Huntsville City Council voted to authorize the mayor to form an ad hoc committee to study and recommend rules for permitting alcohol at events in the Basham building.

Councilors discussed multiple issues: whether alcohol would be sold or only brought in by attendees, whether the state Alcoholic Beverage Commission (ABC) would have purview, the need to keep alcohol consumption contained within a gated or interior space to avoid open-container violations, and the potential need for off-duty or private security to monitor events. Several councilors emphasized that any local policy cannot supersede state law and that permitting or insurance requirements could be part of a city permitting process.

One councilor said the mayor planned to include police and legal representation and at least one other member on the ad hoc committee, which will craft parameters and return to the council with recommendations. The council moved, seconded and approved the motion to allow the mayor to form the committee; the motion carried by voice vote.

Council members raised additional follow-up items for the committee, including determining the building's legal occupancy (fire-code capacity), whether events would require extra insurance, whether off-duty officers would be mandated for certain events, and whether fees or permitting processes (through parks or a similar department) should apply. The council agreed the committee should propose specific rules and limits and then present them to the council for final approval.

Next steps: the mayor is expected to convene the committee and return recommendations to the council, likely ahead of the April meeting; councilors asked staff to confirm the Basham building's legal capacity and to include police and legal input in any proposed permit structure.
