Planning Board circulates Newburgh Shoppes Phase III to County, declares intent to be lead agency; engineers raise trees, culvert and water/sewer issues

The Planning Board voted Aug. 15 to circulate the Newburgh Shoppes Phase III proposal to Orange County Planning and to declare the board's intent to be lead agency for environmental review.
Jerame Secaras of Langan Engineering described Phase III as a 6.4‑acre self‑storage component separated from prior commercial phases by a regulated stream. "The phase III improvements consist of six storage buildings ... One is a three‑story building and the rest are one‑story buildings," Secaras said, noting a total of about 65,000 square feet and two access drives. To broaden the crossing and avoid impacts to the stream, the design calls for a 40‑foot arched culvert and required permits from the Department of Environmental Conservation.
Engineering consultant Pat Hines said the stormwater basins are designed to exceed State standards and that the SWPPP was submitted but remains under review. A tree survey identified roughly 665 trees in the Phase III area; Secaras asked the board for relief from providing species and height for every tree onsite and suggested using sample plots. Hines and others replied that the Town ordinance allows sampling by acreage and stressed the need to provide sufficient documentation for tree preservation calculations.
Other outstanding items noted by consultants included: Orange County flow acceptance and City of Newburgh flow letters, review and permits from DEC for the culvert/stream crossing, truck turning plans (CME/Creighton Manning comments), hydrant locations and water/sewer allocation updates. The board moved and unanimously approved circulation to County Planning and declared its intent for lead agency so that those agency comments can be collected before a public hearing on this subdivision/site plan.
