Town planners extend Spark Car Wash public hearing as residents raise traffic and wetlands concerns

Representatives for Spark Car Wash presented a proposed 4,294–4,841 square‑foot automated car wash at 1227‑1229 Route 300 on July 25. Civil engineer Paul Mutch said the design stays largely inside the current pavement footprint, will add an upgraded driveway radius and uses a water reclaim system with on‑site tanks. “This development certainly cleans that up in a positive way,” Mutch said about existing overland flow into an adjacent stream.
Residents and board members pressed the applicant on proximity to a stream that leads toward Lake Washington (the City of Newburgh’s water supply), potential DEC/Army Corps wetland classification, traffic circulation at the Route 17K corridor and operational details. Resident Robert Ganci urged the board to consider safety, noting tractor‑trailer circulation and school‑age children in the area.
The board agreed that additional technical review and County comments are needed; because the project is subject to a GML 239 referral the ZBA cannot act until those reviews are complete. The public hearing was extended to the Sept. 26 meeting.
The applicant said they will provide architectural elevations and additional civil/traffic details for review. The project team also said chemicals used would be biodegradable and that wastewater will be managed via a reclaim system and discharged to sanitary sewer in compliance with DEC rules.
