Newport council approves taxi permit, appointments and ambulance-rate increase; hears sewer-rate first reading

The Newport City Council on Aug. 4 approved a resolution allowing Charles and Tina Moore to operate taxicabs in the city under the name "City Cab," accepted two resignations, appointed replacements to city commissions and adopted new ambulance rates.
City Attorney Pettie read the taxi-permit resolution in full before a motion by Council Member Michael Allen, seconded by Council Member Andy May, carried unanimously (7-0). The minutes record yes votes from Allen, Allen Edwards, Wendell Green, Andy May, Carol Falwell, Julie Moss and Leroy Mansko. The resolution authorizes the Moores to operate taxicabs within the city limits under the trade name "City Cab."
The council accepted the resignation of Frank Plegge from the Newport Airport Commission after a motion by Allen Edwards and a second by Andy May carried 7-0. After discussion, the council appointed Madison Eddington to fill Plegge’s unexpired term ending Sept. 30, 2029; that appointment was made by motion of Carol Falwell, seconded by Julie Moss, and carried 7-0.
Mayor Ratliffe informed the council that ASU‑Newport Chancellor Dr. Johnny Moore resigned from the Newport Economic Development Commission after accepting a position in another state; Vice Chancellor Typhanie Myers agreed to serve the remainder of the term ending May 6, 2030. The council accepted Dr. Moore’s resignation on a motion by Allen Edwards, seconded by Leroy Mansko, and then appointed Typhanie Myers by motion of Michael Allen, seconded by Allen Edwards; both votes were unanimous (7-0).
City Attorney Pettie read a resolution fixing new ambulance rates; a motion by Allen Edwards, seconded by Michael Allen, carried 7-0 to adopt the new rates. The meeting record shows the ambulance-rate resolution was adopted on first vote during the Aug. 4 meeting.
The council also heard the first reading of an ordinance establishing new sewer-system rates; City Attorney Pettie read the ordinance in full for its first reading, but no final vote on the ordinance was taken at the meeting.
