Pickins County commissioners approve leases, grants, rezones and code‑enforcement MOU; several appointments made

Public comment: During guest comments an unidentified resident asked about the interaction of city water service and county rezoning; Audrey Bailey of Refuge Road asked for clarification about how rezoning interacts with city water moratoria. County staff said they would publish clarifying information on the county’s social‑media channels.
Next steps: The board asked staff to return with ordinance language aligning the marshal‑to‑sheriff code‑enforcement transfer and to provide the requested public clarification about water‑service/residential rezoning.
