Pickens County work session moves ahead with plan to consider extending Whitestone Valley Landfill hours

Bill, the county's external operations presenter, told commissioners the request from Matter Management Enterprises (operating as Whitestone Valley Landfill LLC) seeks expanded hours at the county landfill. He said the operator initially requested a 3:00 a.m. to 7:00 p.m. window but staff will present an ordinance change to allow operations from 5:00 a.m. to 7:00 p.m. instead and a separate addendum to the host agreement naming the successor operator.
"They're asking for extended operating hours of the landfill," Bill said, summarizing the operator's April presentation and the county's recommended language change. He added staff view two steps as necessary: an amendment to Chapter 38, Article 8, Section 38-620 of the county ordinances and an addendum to the existing host agreement to reflect the new party and hours.
Bill and other staff told the board that Matter Management representatives have been cooperative in site cleanup and operations. "They do appear to be doing everything they can to improve operations," Bill said, noting inspections have shown a "significant reduction in the number of incidents." That assessment will be recorded in staff notes ahead of the vote.
The proposed ordinance amendment and host agreement addendum are listed separately on the regular meeting agenda (items G and H). No vote was taken during the work session; both items are scheduled for consideration during tonight's regular meeting after the board returns from executive session.
Background: Bill reminded the board that the landfill previously operated under a different company (Cash Environmental Resources) and that Pickens County had shut the site down in December 2021 for several years under the prior operator. The current operator is a different entity and is presenting the request as a successor to that contract.
Next steps: Commissioners will consider the ordinance amendment to Chapter 38, Article 8, Section 38-620 and the host agreement addendum at the regular meeting. If approved by the board, the ordinance language will be updated and the host agreement will be amended to name Whitestone Valley Landfill LLC and reflect the new permitted hours.
