Halifax Board names disc golf course for late recreation director, reschedules June meeting and authorizes FY2026 appropriations hearing

The Halifax County Board of Supervisors approved several administrative measures May 19, including a resolution to name the disc golf course at Edmunds Park for the late Recreation Director Cyrus William “Bill” Shortt and procedural scheduling for upcoming elections and budget actions.

County Administrator Ron Brade introduced Resolution 2026‑19, noting Shortt’s long service and leadership in parks and recreation; the Board approved the resolution 8‑0. If implemented, the course will be formally designated the Bill Shortt Memorial Disc Golf Course at Edmunds Park and signage will be installed.

Staff explained proposed polling‑place relocations (Black Walnut Precinct, Mt. Carmel Precinct and Virginia Precinct) and recommended moving the June 22 Board meeting to June 30 to allow a 45‑day public comment period required by state law. The Board voted 8‑0 to reschedule the meeting.

Interim Finance Director Margaret Lindsey requested authorization to hold a public hearing on FY2026 budget appropriations not to exceed $2.7 million. Lindsey said about $1.6 million of the proposed appropriations relate to school requests (largely new grants) and the remainder cover county items including opioid abatement funds; staff will provide an itemized summary before the June 1 hearing. The Board approved holding the public hearing 8‑0.

No contested votes occurred on these items; the Board adjourned and recessed the meeting at 7:44 p.m.
