APC staff posts draft Thoroughfare Plan; INDOT letting list shows bridge work and signal projects

Doug Poad of the Area Plan Commission told the MPO Policy Board that the updated draft Thoroughfare Plan and a companion document listing changes are posted on the APC website and under staff review are drafts of the Unified Zoning Ordinance and Unified Subdivision Ordinance. He reported that all FY2026 federal funds had been obligated as of the end of April and that transfers from the TIP to the work program received required FHWA and FTA review and approval.
Poad summarized the INDOT 18-month letting list: an emergency vehicle preemption project exceeded the engineer’s estimate and required additional funds; an INDOT ITS traffic management project was awarded; three of four July lettings are traffic signal modernization projects and the fourth installs raised pavement markings; October shows a second emergency vehicle preemption project; Project #12 is the second phase of South 9th Street; Project #13 moved to a March 2027 letting; and Projects #18 and #19 are bridge replacements for Bridge 65 and Bridge 64.
Mike Gibson asked how long the South 9th Street bridge would be out. Poad said he would follow up on a timeline. Tony Roswarski added that the work would be a full bridge replacement including new sewer and may take the entire construction season.
APC staff will provide follow-up on project timelines to board members and project sponsors.
