MPO board approves TIP funding trade, allocates $68,338 to emergency vehicle project

The MPO Policy Board unanimously adopted Resolution T-26-05 to apply an additional $68,338 in FY2026 federal funds to an over-budget emergency vehicle preemption project, to implement a $2.23 million funding trade with Bloomington, and to spread a FY2027 funding shortfall across three projects.
Doug Poad, APC staff, told the MPO Policy Board that INDOT had issued final FY2026 federal apportionments and updated FY2027 numbers. For FY2026, an additional $68,338 was allotted that must be obligated before Sept. 30; APC staff recommended applying these funds to an emergency vehicle preemption project that exceeded the engineer’s estimate. Poad also described a $2,230,000 funding trade with the Bloomington MPO tied to adjustments on the South 9th Street project and said a net reduction of $73,025 in 2027 federal funding would be spread across three projects per Technical Transportation Committee recommendation.
The board adopted Resolution T-26-05 by unanimous roll call vote.
APC staff noted the obligation deadline for the FY2026 funds; staff will process the TIP modification to obligate the funds and notify project sponsors.
