Kettering City Council approves package of resolutions including $1.1 million lead-hazard grant and supplemental budget actions

Kettering City Council on Nov. 25 unanimously approved a series of resolutions covering grants, contracts and end-of-year budget adjustments.
The council accepted a Montgomery County lead-hazard reduction grant described in the meeting record as $1.1 million to address lead hazards in single-family and some multi-family homes. The acceptance and expenditure of the grant was presented by planning staff and approved by roll call.
Council also authorized a contract with Blade Cutters, Inc. to provide snow and ice removal services at city-owned properties, with the estimated contract amount and budget figure cited in the record as $151,000. A separate resolution accepted a $4,500 donation from the Kettering Parks Foundation to purchase an enclosed trailer to store and transport an inflatable movie screen for Parks, Recreation and Cultural Arts.
An $8,100 grant from the Thomas R. Shift Foundation was approved to support two photography exhibitions at Rosewood Arts Center, and the council authorized a contract with the Miami Valley Fair Housing Center to operate the city’s fair-housing program for an amount cited as $34,000.
The council extended a six-month moratorium on the acceptance and approval of zoning applications for vehicle fueling/recharging establishments, kiosks, automobile washes, convenience stores and small-box discount stores so planning staff can complete follow-up work on recently passed zoning code amendments.
Finance presented a lengthy supplemental-appropriations package and associated interfund transfers to record end-of-year adjustments and to ensure funds are available for anticipated expenditures. Items discussed included a requested transfer and appropriation to the street maintenance fund (presented as $357,000), additional salt purchase commitments (a $225,000 increase cited to cover a potential purchase up to 5,500 tons), a federal-share reconciliation for an ODOT-managed resurfacing project (an incremental federal-share amount noted as $145,000), police pension and EMS billing adjustments, and increased appropriation for an amended community corrections grant (an increase noted in the record bringing the two-year total to $374,943). Several smaller appropriations and fund transfers for program income, court-software implementation and billing services were also recorded. The council approved the supplemental appropriations by roll call.
All resolutions on the evening’s docket were moved, seconded and approved by recorded roll-call votes in which each listed member voted yes. Council did not take any items off the agenda for separate discussion or amendment during the meeting.
The council’s clerk also certified a planning commission recommendation for a zoning-text amendment (PC25-015, revision to section 1137.06.18 of the Kettering zoning code) and scheduled a public hearing for Dec. 2, 2025.
The meeting closed after routine manager and council reports; no items were tabled or postponed.
