Council updates Kettering’s residential garbage rules, formally recognizing single-hauler system

Kettering City Council on March 10 approved a second-reading ordinance to amend Chapter 943 of the codified ordinances governing solid waste and recycling.
Vice Mayor Duval introduced the ordinance, and city staff explained the updates are intended to reflect current practices. Staff said the ordinance will explicitly recognize that the city operates a single-hauler system for residential trash and recycling service, establish rules and regulations for contract administration, update the permitting process for hauling equipment and create penalties for violations.
The staff presentation noted the current solid waste and recycling ordinance was last revised in 2004 and therefore requires updates to match operational realities and procurement structures. Council voted unanimously to adopt the ordinance in its second reading.
The ordinance language as discussed will be published with the codified ordinances and staff said they will provide administrative guidance and implementation timelines for permit holders and the hauling contractor.
