Kettering Council OKs $29.6 million boost to 2026 asphalt resurfacing program to repair East Stroop Road

Kettering City Council voted unanimously March 10 to authorize an additional $29,586,000.70 for the city’s 2026 asphalt resurfacing program, advancing work that city staff said was necessary after winter weather caused unexpected deterioration.

City public works staff told the council that the segment of East Stroop Road between Wilmington Pike and Marshall deteriorated significantly during the recent winter and that advancing the resurfacing from 2027 to 2026 would prevent further damage and avoid higher emergency costs later. “The condition of East Stroop Road between Wilmington Pike and Marshall has deteriorated significantly and somewhat unexpectedly this past winter,” the staff presentation said.

The city manager’s office said the package is effectively a reallocation inside the capital improvement program: many projects are under budget this year and those underruns will be applied to accelerate the East Stroop work without increasing the overall budget. Staff also said assessment rates and attachment of funding sources remain unchanged from 2025.

Council members asked clarifying questions but raised no objections; the roll call was recorded as unanimous. The resolution authorizes the additional expenditure for city project number 04-126 and allows staff to proceed with contracting and scheduling work for 2026.

The city will advertise and manage contracts through its normal procurement processes and staff said they would provide schedule updates to council as work is awarded and begins.
