Brooke County Commission approves budget revisions, contracts and a slate of appointments

The Brooke County Commission on June 2 approved a series of routine fiscal and personnel matters, including a $5,300 service agreement for accounting work, budget revisions and multiple in-house transfers, and several board appointments.
Commissioner Christina J. White moved, and Commissioner Stacey Hukill Wise seconded, motions that passed unanimously to approve the May 26, 2026 minutes and the open invoices presented for payment. The commission ordered checks for several funds, including $33,017.44 from the General County Fund and $7,293.71 from the Ambulance Service fund.
The commission approved a Nyhart Service Agreement for a Full GASB 75 report for $5,300 (fiscal year end 6/30/26) and a Request for Revision to the Approved Budget listing revenues to expenditures of $7,730 and a decrease-to-increase transfer of $619,853. The board also approved multiple in-house transfers, including $154,000 to Probation and other adjustments affecting law enforcement and county departments.
Several estate matters were approved for reopening for tax or utility-account purposes following requests from residents: reopening of the Estate of Ramona Virtue (request by Linda Burdette), and reopening of the Estates of Frank Edwin Snodgrass and Edith Snodgrass (requests by A. Kay Bilal). The minutes note prior executor Timothy J. Snodgrass is now deceased.
On personnel, the commission accepted the resignation of Tyler Jacobs, with a final day listed as June 9, 2026. The board also approved a request from Greg Moore, EMS/EMA Director, to move Makenna Nickerson from part time to full time in EMS/EMA effective June 16, 2026, pending drug screening. Moore also requested and received approval to advertise for sealed bids for five cardiac monitors.
Appointments and reappointments were part of the meeting's business. The commission appointed Dale Butler to the Brooke County Historical Museum Board and re-appointed David McDonald to represent the private business sector on the Northern Panhandle Workforce Development Board for a two-year term through July 1, 2026. The Brooke County Public Library notified the commission of the resignation of Dr. Ruth Lewis from the library board; the commission called for applicants to fill that vacancy and allowed two weeks for interested parties.
All motions reported in the minutes are described as moved by Commissioner Christina J. White and seconded by Commissioner Stacey Hukill Wise and were recorded as unanimously passed. The records show President Thomas R. Diserio was absent at the meeting.
