Rockingham County Planning Commission recommends rezoning amendment for 2.716-acre parcel in District 3

The Rockingham County Planning Commission recommended approval of a rezoning proffer amendment for a 2.716-acre portion of Tax Map #125-A-263 and #125-A-261 in Election District 3 on Jan. 6, 2026. Planner Julia Cottrell introduced REZ25-1749, a request from John and Kathryn Johnson to amend conditions on property currently zoned R-3 C (General Residential with Conditions). Chairman Jordan Rohrer opened the public hearing.
Applicant John Johnson told the commission he appreciated staff assistance and said the proposed change would allow a less intensive use of the land than what current proffers permit. Zoning Administrator Kelly Getz told commissioners the county prefers not to disrupt the operations of an established, well-run property owners' association. Senior Planner Kayla Yankey clarified that the parcel remains owned by the Lake Point Village Property Owner's Association and that the Johnsons are contract purchasers; Yankey noted the POA signed the rezoning application.
Renee Conell, president of the Lake Point Village Property Owner's Association, said the POA has had the parcel for sale for some time and that the existing proffers and zoning had complicated completing a sale. Conell said a successful sale would help fund the POA's ongoing operations.
After hearing those remarks, Chairman Rohrer closed the public hearing. Commissioner Keith Sheets moved and Commissioner Kevin Flint seconded a recommendation to approve the rezoning/proffer amendment; the motion carried by roll call vote 4-0 (Flint AYE; Harvey AYE; Rohrer AYE; Sheets AYE). The commission's action was a recommendation to the next decision-making authority (not a final zoning determination).
The commission also approved the minutes of its Dec. 2, 2025 meeting earlier in the session by a 4-0 roll call (motion by Commissioner Sheets; seconded by Commissioner Michael Harvey; Flint AYE; Harvey AYE; Rohrer AYE; Sheets AYE). The meeting convened at 6:06 p.m. and adjourned at 6:15 p.m. on Jan. 6. The minutes record that the commission approved these minutes at its Feb. 3, 2026 meeting; the minutes are signed by Chairman Jordan Rohrer and Secretary Dale Gulley.
