Public Works Committee approves $6.6 million 34th Avenue resurfacing contract and multiple project awards, acceptances and assessments

At its March 10 meeting the Kenosha Public Works Committee approved a series of contract awards, acceptances of completed projects and a finance resolution to levy special charges related to sidewalk and alley maintenance.

Notable approvals included an award to Lalon Contractors, Inc. for Project 25‑1042 (34th Avenue resurfacing) in the amount of $6,608,600; an award to Long Hodge Contractors, Inc. for Project 25‑GAP‑1044 (20th Avenue resurfacing) for $452,200; and a $109,000 contract to J and H Heating, Inc. for the Northside Library chiller (Project 24‑1531). The committee also accepted Project 21‑1044 21st Avenue resurfacing as satisfactorily completed by Jaramillo Contractors, Inc., with a final contract amount of $360,295.21. Additional acceptances approved included Project 21‑1208 sidewalk and curbing south ($231,497.96, Baroneo Contractors, Inc.) and Project 23‑1021 60th Street reconstruction phase 6 ($1,942,091.65, AWO Sun Sun, Inc.).

City staff also presented a finance‑committee resolution to levy a special charge on certain parcels under Chapter 5.11(f) (sidewalks and alleys to be kept clean) to recover invoiced cleanup costs following snow events; staff described this as the routine annual enforcement mechanism used when properties do not clear sidewalks. The committee approved the resolution by voice vote.

The meeting also approved a permanent limited utility easement from 38th Street LLC to the city and a quitclaim deed for right‑of‑way at 38th Street and 128th/28th Avenue; committee members noted Pinnacle Engineering and Justin Allen represented the project. Finally, the committee authorized a professional engineering services agreement with Kapoor, Inc. for the 67th Street design; city staff said the city legal department had reviewed and approved the contract’s indemnification and limitation‑of‑liability language. All motions passed by voice vote.
