Commission recommends housekeeping amendment to county parking ordinance

County Engineer Ross Morland presented OA26-0426 on May 5, a staff-initiated amendment to Chapter 17 of the Rockingham County Code to clarify Table 17-702.03 (General Parking Requirements) and Section 17-702.04 (Non-Standard Parking Requirements).
Morland described the change as a "housekeeping" amendment. He told commissioners that staff found parts of the existing chart difficult to interpret and, after analyzing layout geometry, identified entries that were not mathematically feasible. He said the proposed amendment adjusts wording and the table to provide clearer and more practical standards.
Commissioner Kevin Flint called the amendment "housekeeping" in nature. Commissioner David Curfman asked how the proposal compared with industry standards; Morland said the amendment meets parking requirements and will provide clarity over the current ordinance. Planner Kayla Yankey confirmed the amendment would not change parking stall dimensions or overall parking requirements.
There were no public speakers. Commissioner Flint moved to recommend approval; Commissioner Curfman seconded. The Planning Commission recommended the ordinance amendment by roll call vote, 5-0 (Flint Aye; Rohrer Aye; Harvey Aye; Curfman Aye; Sheets Aye). The minutes record the recommendation for approval.
