The Rockingham County Planning Commission on March 3 recommended approval of REZ26-0040, a request to rezone 2.381 acres at 314 Bloomer Springs Road (Tax Map 128-A-87) from R-2 (Medium Density Residential) to A-2 (General Agricultural).
Planner Julia Cottrell presented the request and said county records show the parcel appeared as R-2 on maps from the early 2000s and A-1 on older maps; she found no formal rezoning record showing when the change occurred. Commissioner David Curfman asked whether a variance could be used to waive R-2 road frontage requirements instead of pursuing a rezoning. Zoning Administrator Kelly Getz said a variance should be a last option and County Attorney Tom Miller said the standard for granting a variance is intentionally high.
Applicant Jerry Dean told the commission he sought the rezoning so he would have the option to subdivide the lot and build a house for his daughter. Dean said the existing residence and any new house would share a single entrance.
On a motion by Commissioner Keith Sheets, seconded by Commissioner Kevin Flint, the commission voted 5'0to 0 to recommend approval of the rezoning request to the Board of Supervisors.
The Board of Supervisors will receive the Planning Commission's recommendation and may schedule public hearings and a final decision in a later meeting.
