The board approved two contract modifications on June 16: a deductive change order for the Lehman Roberts Company contract that reduced the contract by $343,400 (from $2,100,842 to $1,757,442), and an additive change order No. 1 with Enscore LLC that increases that contract by $20,214 (from $3,280,181 to $3,300,395) and extends the completion date by seven calendar days to Jan. 20, 2027. The Enscore change order covers additional work on the Oldtown Olive Branch sanitary sewer rehabilitation project.
Public works staff explained the Enscore increase resulted from the discovery of a short section of pipe with an unexpected diameter that required replacement. On the record, staff said they “found about a 100 linear foot section of pipe” that needed to be replaced with a 10-inch pipe to resolve a surcharging issue; staff recommended the additive change to complete that work. The board approved both change orders with recorded motions.
The Lehman Roberts deductive was described as largely driven by roads patched last year that had been included in this year's budget; staff recommended and the board accepted the reduction. The Enscore work is expected to proceed with the revised contract price and extended completion date.
Next steps: staff will finalize contract modifications and oversee the additional sewer work and the schedule change; the board moved into executive session later in the meeting for personnel matters unrelated to these contracts.
