Commissioners questioned the insurance renewal’s large year‑over‑year increase — staff said the carrier cited an 82% loss ratio driven by three recent water‑damage claims across city buildings (including city hall and a theater). The commission approved the renewal by roll call but also voted to put the city’s property and liability insurance out to bid for FY2027–28 to seek better rates.
The commission approved a 10‑year intergovernmental agreement with Mayfield Township for fire protection, rescue and prevention services beginning July 1, 2026 and ending June 30, 2036. City staff said the contract modernizes provisions and invokes the Urban Cooperation Act to provide extraterritorial protections for firefighters; the agreement also allows either party to terminate with 90 days’ notice. Commissioners discussed payment timing and lack of an explicit refund clause for prepayments; city counsel said payments are made in advance and refunds were not explicitly provided for in the contract.
Other voted items included approval of 2026–27 solid waste collection licenses for Tri‑County/Republic Services, Rick Ryan Disposal and GFL Environmental, and a $5,000 contribution to the Center for the Arts Greater Lapeer for an America 250 community picnic to be held June 20. The bill listing of $527,316 was approved by roll call.
