Kettering swears in new mayor; Lisa Duval named vice mayor and council fills committees

The Kettering City Council opened its first regular meeting of 2026 with swearing-in ceremonies for the mayor and newly seated council members, then unanimously appointed Lisa Duval as vice mayor.
The mayor led the oath of office, reciting the pledge to support the U.S. and Ohio constitutions and the city charter. After the ceremonial oaths, Councilmember Mr. Sullivan nominated Lisa Duval for vice mayor; the motion was seconded and carried on a voice vote.
Council also announced committee assignments for the year: Mr. Sullivan will chair long-range planning; Mr. Scott will serve on intergovernmental relations; Miss Arbor will chair interagency relations and serve on several committees; Mr. Palmer and others were assigned to finance, public health and safety, and public service committees. The council read and approved a slate of appointments to boards and commissions including the Board of Community Relations, the Board of Tax Review, the Board of Zoning Appeals and multiple arts- and volunteer-related panels.
The actions set the council’s internal organization and membership for 2026. Council members praised outgoing leaders in attendance and recognized former mayor Peggy Laner for her years of service and the city’s role at the Ohio Mayors Alliance. The meeting record shows all transcribed roll-call votes on these procedural items were affirmative.
