Covington considers formal outdoor-event permit that could require emergency plans and vendor compliance

Village Administrator Kyle Hinkelman presented Ordinance 19-22 at first reading on Oct. 3, describing a permitting framework intended to ensure safety at outdoor special events. Council did not vote; the proposal will return for a second reading on Oct. 17.
Hinkelman said the permit is intended to make sure organizers understand requirements, including emergency plans. He noted village-run events could be exempt from fees under the ordinance language, but larger events such as Fort Rowdy would need a permit. He said vendors would likely still have to show compliance with Miami County Health Department rules; event managers would determine how vendor fees and compliance are handled.
Council members and public commenters asked several practical questions. Resident Joyce Robertson asked whether Halloween and the Covington Hometown Christmas would be required to obtain permits; Hinkelman said those events could require permits under current language but village-sponsored events may be waived. Valerie Mullikin, representing Operation Veteran and Caregiver Support, said she welcomed the ordinance’s emergency-plan requirement.
What’s next: The second reading of Ordinance 19-22 is scheduled for Oct. 17, 2022; staff said they will try to clarify exemptions for village-run events and vendor-permit expectations before that meeting.
