Council schedules final reading on Dodds Street closure and reviews replat of Inlot 1205

At the June 28, 2022 meeting the Covington Village Council discussed two land-use items that will return for further action on July 18, 2022: a proposed permanent closure of a portion of Dodds Street at US41/Pearl Street (Ordinance 11-22) and a replat of Inlot 1205 (Ordinance 14-22).
Village Administrator Kyle Hinkelman said he had received two letters from Dodds Street residents supporting the closure. Councilor Amy Welborn asked whether the council should waive the three-reading rule because of the closure's importance to residents; Councilor Julie Blumenstock said she preferred to keep the full three readings since timing was not affected. Hinkelman said it was unlikely the project would move forward before the council's July 18 meeting, which was set as the third and final reading date for Ordinance 11-22.
On Ordinance 14-22, Hinkelman explained the replat (PC Case #03-33) would split 0.138 acres from parcel H19-011486 to attach to H19-011488. He said the Planning Commission recommended approval 4-0 and that the applicant indicated an intent to lay gravel initially and pave the lot later; the applicant did not plan to install a fence. The matter was given a first reading and scheduled for a second reading on July 18, 2022.
Neither item was adopted at the June 28 meeting; the council scheduled further readings for July 18.
