County board approves emergency bridge repair, multiple contracts and personnel-policy updates

Lancaster County commissioners on June 16 approved several procurement actions and administrative updates, including an emergency contract to repair County Bridge D-203, assorted vendor contracts, a small grant for a youth-services provider, and recommended revisions to personnel policies.
Pam Dingman, Lancaster County Engineer, described Bridge D-203 (just east of Highway 79 on Rock Creek Road) as the county's only emergency-closed bridge and presented a contract with High Plains Structural Group for repairs with a not-to-exceed cost of $325,895.20. "This is our only emergency closed bridge right now...we're hopeful that we can get this bridge repaired," Dingman said; the board approved the contract unanimously.
The board also approved a contract with Vassar Construction for general construction services, a contract with Midlands Printing LLC for envelope supplies, a memorandum of understanding with Victory Supply LLC for corrections supplies (not to exceed $300,000), and a professional services agreement with Maximus for cost-allocation consulting (not to exceed roughly $25,000). Human Services' Sarah Hoyle presented a $12,521 grant contract to Cedar's Youth Services to fund adapted egress doors aligned with OJJDP requirements; that grant was approved by the board.
Barb McIntyre presented recommended updates to Personnel Rule 14.4 (layoff/non-working notice), the reduction-in-force policy for nonunion classified employees, and overtime/compensatory-time policy updates to align with recent labor-contract changes. The board approved the personnel-policy recommendations by unanimous roll call.
These routine procurement and policy items passed without recorded dissent. County staff will proceed to execute contracts, schedule bridge repairs, disburse grant funds, and update personnel policy documents to reflect the board's approvals.
