Committee recommends one Class B license to council, defers an operator application and approves several licenses

Two applicants competed for a single available Class B license. Applicant 6a (a proposed brewpub/retail operation) and applicant 6b (a separate hospitality concept) each made presentations describing their business plans, staffing and projected monthly sales. Committee discussion focused on economic impact projections, prior experience in similar operations and the character of the neighborhoods where they would operate. One committee member emphasized the larger projected monthly gross revenue reported by applicant 6a; another member urged support for applicant 6b's different neighborhood draw. A motion to approve applicant 6b failed 3–2. A subsequent motion to approve applicant 6a passed 4–1; the committee noted this recommendation is advisory and urged both applicants to attend Common Council consideration of the license.
Separately, the committee conducted an applicant hearing for an operator license where the city attorney recommended denial based on demerit points tied to past police records. The applicant (Marcela Golston) explained incidents occurred more than five years ago and submitted a recent DMV receipt; a committee member moved to defer the application for two weeks to allow the applicant to submit letters of reference and clarify her driver's license status. The motion to defer was seconded and approved.
Other routine approvals included a Class B license for Decisive Real Estate Inc., conditioned on meeting the one‑year business review requirement for projected revenue, and a pet fancier license for Holly Winter to cover an additional foster dog. The committee also approved a Kwik Trip premises amendment to include an additional structure and storage area tied to its licensed premises.
Next steps: the committee's recommendation for the Class B license (item 6a) will be forwarded to the Common Council for final action; the deferred operator application must provide reference letters and documentation by the Wednesday before the committee's next meeting.
