City clerk Melissa said the two-step process mirrors common practice in other jurisdictions and gives each councilmember an opportunity to hear from every applicant before appointments are finalized. Under the revised process, applicants who submit forms will be invited to a designated council meeting for brief interviews; councilmembers then submit recommended appointees to the clerk's office and the clerk places the names on a subsequent council agenda for formal appointment.
Supporters said the change increases transparency and reduces the chance of surprise appointments during the meeting; some councilmembers expressed concern about administrative workload and the practicality of interviewing many applicants when multiple seats are open. Melissa said staff will manage scheduling and can return with further refinements if necessary.
