Matt Minahan of the Growth Action Network urged caution about allowing outside voting members, suggesting non‑voting technical advisers as an alternative; the authority’s leadership preferred permitting up to two non‑resident voting members and the council accepted that balance.
Council members said the measure strikes a balance between local control and access to outside expertise. The bill was presented with the authority’s executive director, Matt Fleming, at the dais; councilors praised Fleming’s responsiveness during the review process.
The ordinance passed by unanimous roll call. Council minutes indicate the amended bill will move to implementation steps under the authority’s board and follow usual appointment confirmations.
