Clarks Village Board adopts one- and six-year street plan, approves lien on Amity property and certifies street superintendent

The Clarks Village Board of Trustees adopted its One-and Six-Year Street Improvement Program at a Nov. 12 meeting, removing project M-202(22B) from the plan and approving the program by roll-call vote.
Chairman Donn Glynn convened the meeting at 7:02 p.m. and Trustee Dyrek Zoucha moved to adopt Resolution 2025-1112.1 accepting the street plan as presented with the removal of M-202(22B); Trustee James Parsons seconded. The roll-call vote recorded Glynn, Parsons and Zoucha as voting in favor; the motion carried.
The board also approved Resolution 2025-1112.2, authorizing the Village Board chair to sign the Nebraska Department of Transportation (NDOT) Year-End Certification of City Street Superintendent form required under Neb. Rev. Stat. §39-2302 and §§39-2511–39-2515. Trustee Parsons read the resolution, moved adoption, and Trustee Zoucha seconded; the motion passed on a unanimous roll-call.
In another formal action the board adopted Resolution 2025-1112.3 directing the clerk to file notices of special assessment and lien for unpaid costs and expenses related to nuisance abatements. The motion, moved by Zoucha and seconded by Parsons, passed unanimously. Exhibit A to the resolution lists Tract 1 of Lot 1, Block 15 (commonly known as 609 E Amity St.) with an assessed amount of $250 for unpaid nuisance-abatement costs.
On routine business the board approved the consent agenda — including Oct. 8 meeting minutes, transfers of $1,500 from sales tax to the NPAIT Water Resin Reserve Fund and $3,750 from sales tax to the WTP Reserve Fund, payroll and claims — on a motion by Parsons, seconded by Zoucha, and a unanimous roll-call vote.
