Resident proposal for TNR Venmo account stalls after board cites legal and accounting limits

At the July 15 meeting, resident Kelsey White proposed creating a Venmo account to accept donations specifically for Ceresco trap-neuter-return (TNR) work so 100% of contributions would support local cats. White said she was drafting code language and wanted clarity about whether funds could flow through the village.
Clerk Joan Lindgren and staff member Jody Anderson said prior attorney advice discouraged a village Venmo account because municipal accounts require controlled access and municipal funds cannot be moved in and out informally. Anderson said the village would need to use its credit-card processor if the village accepted payments, and that Venmo could not be operated by the village in the way White proposed. Lindgren said any proposed ordinance or funding arrangement must be reviewed by the attorney.
White was told she may operate a personal or nonprofit Venmo account for TNR fundraising but should not market it as an official village account. Trustees did not take formal action on the proposal; they asked staff to provide the attorney’s guidance to White and to include any future ordinance proposals in the attorney review process.
