Enon council approves 2026 dispatch contract, year-end office closures, budget reallocations and personnel actions

The Village of Enon council on Nov. 25 authorized Mayor Howard to execute a 2026 Emergency Dispatch Agreement with the Clark County Sheriff's Office, a move the minutes say "represents significant savings over recent years." The motion (mover: Rick Hanna; second: Beair) passed unanimously.
Council approved closing village offices on Nov. 28 and Dec. 26, 2025, and agreed to compensate employees who regularly work 20 hours or more per week with eight hours of holiday pay for those dates. That motion (Hanna, second Davoli) passed on a unanimous roll call.
The Finance Committee moved and council approved reallocation of appropriations as recorded in the minutes: transfer of $4,500 from 1000-110-190 to 1000-110-300; transfer of $24,000 from 2901-110-190 to 2901-110-300; and transfer of $1,200 from 1000-310-190 to 1000-710-300. The motion (Hanna, second Davoli) passed unanimously.
Council entered executive session at 6:22 p.m. to discuss personnel matters and returned at 6:39 p.m. Following resumption, council waived the 2025 vacation leave carry-over cap for Water Superintendent Jason Rose (motion Hanna, second Leist) and authorized Jeffrey Wise to carry over compensatory leave into 2026 (motion Hanna, second Leist); both motions passed unanimously.
Council also approved a $1,200 bonus for Fiscal Officer Robert S. Storm (motion Hanna, second Davoli). The meeting adjourned at 6:41 p.m.
