The Village of Enon Council met Dec. 9, 2025, at 6:00 p.m. and conducted a brief, routine session that included approval of minutes and staff reports, scheduling of the 2026 organizational meeting and several staff updates.
Mayor Howard called the meeting to order and the clerk recorded roll call with Council members Leist, Sweet, Beair, Whitacre, Davoli and Hanna present. On a motion by Council Member Whitacre, seconded by Leist, the council unanimously approved the minutes of the Nov. 25, 2025 regular meeting. The council also voted unanimously to cancel the regular meeting scheduled for Dec. 23, 2025 (motion by Leist, seconded by Sweet) and to schedule the 2026 Organizational Meeting for Dec. 29, 2025 at 6:00 p.m. (motion by Sweet, seconded by Leist).
Fiscal Officer Robert S. Storm presented the November financial report and bank reconciliation; the council approved the reports unanimously on a motion by Whitacre, seconded by Leist. The minutes do not specify dollar amounts or line‑item details for the November financials. Whitacre, as mover, and Leist, as seconder, are recorded for both financial and minutes‑approval motions.
Administrator Arthur Franklin presented the November Mayor's Court report, which the council approved by the same recorded vote pattern (motion by Whitacre, seconded by Leist). Franklin complimented the village crew for their response to recent snow, said he is evaluating the zoning code with the committee, reported attending the Miami Valley Planning and Zoning Workshop with "Ms. Heath" and "Mr. Beard," and proposed creating a Neighborhood Beautification Award; he also stated he had a successful first week in his role.
Police Chief Jeff Wise reported that the Dec. 6 Blue Envelope Program kick‑off was successful and that the department's "Shop‑With‑A‑Cop" event is scheduled for Dec. 13. He said the Tree Lighting and Santa Parade drew positive response and that FEMA training for officers is scheduled for February and March (the minutes do not specify the year). The department distributed its November statistical report.
There were no committee reports, no public comments and no executive session recorded. Council adjourned at 6:22 p.m. on a motion by Rick Hanna, seconded by Leist. The minutes as submitted bear the signature line "Submitted By: Robert S Storm, Fiscal Officer, Date: 1/13/2026." The published minutes also show an "Approved By: Rick Hanna, President of Council" line with a date of 1/13/2022; that date appears to be a typographical error in the document and is inconsistent with the submission date.
What happens next: the council has set its organizational meeting for Dec. 29, 2025 at 6:00 p.m.; other items recorded in the minutes (the proposed Neighborhood Beautification Award and zoning evaluation) are noted as staff activity and were not advanced to formal motions or ordinances at this meeting.
