Enon council suspends three-reading rule and adopts codification ordinance

The Village of Enon council voted unanimously Oct. 14 to suspend the three-reading rule and adopt Ordinance #2025-03, a measure to codify, edit and incorporate certain existing ordinances into the municipality’s codified ordinances.

The ordinance, described in the meeting as approving the codification and editing of multiple existing ordinances and declaring an emergency, was the subject of two motions. Council member Leist moved, and Council member Sweet seconded, to suspend the three-reading rule; the motion carried with recorded yes votes from Leist, Sweet, Beair, Whitacre and Davoli. Leist then moved and Sweet seconded to adopt Ordinance #2025-03 under the emergency declaration; that motion also passed unanimously.

Why it matters: Codification ordinances organize, renumber and standardize previously enacted ordinances so that the municipality’s codified ordinance set reflects current law and reduces ambiguity for staff, attorneys and the public. The council recorded no dissent during the adoption vote.

Meeting records show the ordinance as “An Ordinance Approving the Codification, Editing and Inclusion of Certain Ordinances as Parts of the Various Component Codes of the Codified Ordinances of Enon, Ohio, and Declaring an Emergency.” The meeting minutes do not list additional substantive amendments to the ordinance during the session.

The council’s action was taken alongside routine approvals and reports on the Oct. 14 agenda; the meeting also included staff updates on ongoing infrastructure projects and the announcement of upcoming community events. The council adjourned at 6:57 p.m.
