City Manager (Mr. Penn) told council the budget work included previous public hearings and work sessions and that staff had worked to present a balanced document despite the loss of a $2.7 million fire district payment in recent years. He said the city expects an unexpected revenue receipt of roughly $1.4 million in FY2027 and that a larger amount (stated as about $3.5 million) is anticipated in FY2028, which staff say will help minimize the need for higher millage rates.
Council approved the budget by voice vote. Staff emphasized the FY2027 budget is largely maintenance and that the city will continue monitoring revenues and expenses through the fiscal year; any additional adjustments will be brought back to council as required.
