Clarks Board reviews LARM insurance quote, postpones interlocal pending Rural Fire Board input; hears water-system updates

Clarks — At its Sept. 10 meeting the Village Board heard a presentation from Isaac Simmons on behalf of LARM about an insurance quote for the Village and the Fire/EMS department and directed follow-up before any interlocal agreement is signed.
Simmons provided the quote and board members asked for a detailed breakdown, specifically coverage options and deductible alternatives for fire trucks. The minutes record that board members plan to attend the Rural Fire Board meeting on Sept. 16 to discuss coverage; the board postponed signing an interlocal agreement and passing any related resolution until after the Rural Fire Board has considered the quote. A special meeting will be scheduled to finalize coverage before the village budget deadline of Sept. 30.
The board also received maintenance updates: a returned lift-station pump will be replaced on Friday and a variable drive has been delivered; the water tower is scheduled to be refilled on Monday, Sept. 15, after which the crew will finalize related work. A quote from Sargent Drilling was received for repairs to Well No. 2; the clerk will invite a company to a future meeting to discuss funding options. The board noted a hackberry tree at 520 W Amity that will be removed and the clerk will contact D & S Tree Service.
Library staff provided financials and reported that the '1,000 Books Before Kindergarten' program has been implemented; the library carpet is scheduled for replacement in January and volunteers will be needed to help move books and shelving.
In the clerk’s report, a sheriff’s sale for properties at 306 W Barton and 408 N Iler was postponed until Oct. 7. Board members also discussed golf-cart operators failing to stop at stop signs and encouraged the public to report violations to the sheriff’s office, noting that such behavior is a violation of state statute and can be ticketed.
The board set its next meeting for Oct. 8, 2025, at 7 p.m.
