City approves Takaco expansion, offering incentives tied to 15 new jobs

Hutchinson — The City Council voted June 16 to approve a development agreement with Takaco America that will support expansion at the company’s Hutchinson facility and offer incentives under the city’s job‑incentive policy.
Angela Richard, the city’s finance director, said the agreement anticipates approximately 15 new jobs that will start at a minimum of $18 per hour under current policy and may advance to higher pay as workers complete company training. The development agreement ties incentive payments to created jobs per the city’s job‑incentive policy (typically $1,000 per job under current terms).
Representatives from Greater Hutch Economic Development and Takaco spoke in support. Bill Kunzie of Takaco said the company typically hires at higher rates than the policy minimum and operates a structured wage progression, adding health insurance, dental, vision and a 401(k) match to its benefits package. “We train completely from scratch,” Kunzie said, describing a multi‑step pay progression that most new hires can achieve after a vetting period.
Council members asked staff to continue work to refine the city’s incentive policy with the chamber and county; staff said the director of strategic growth will lead that review. The council approved the agreement and authorized the mayor to sign.
