Village of Cortland adopts 2024–25 budget and sets 2024 property tax request

The Village Board of Cortland, Nebraska, approved the 2024–25 budget and adopted Resolution No. 2024-03 setting the village’s 2024 property tax request during its Sept. 11 meeting at 100 S. Sherman Ave.
The board approved the budget by motion (Goforth moved; Birkett seconded) on a unanimous roll-call vote of Goforth, Kohout, Birkett and Douglass. Earlier in the evening the board had opened and closed a public hearing on the proposed budget.
Jennifer Busboom of Blobaum & Busboom PC presented the budget notes and a comparison with the prior year. The resolution setting the tax request (read by Busboom) cites Nebraska Revised Statutes 77-1632 and 77-1633 and sets the 2024–25 property tax request at General Fund $138,608.00 and Bond Fund $21,197.00. The board recorded that the village’s total assessed value changed by 1.37 percent; the tax rate that would levy the same amount as last year on the new assessed value is 0.349027 per $100 assessed, while the village’s proposed tax rate is 0.376948 per $100 assessed. The board adopted Resolution No. 2024-03 by unanimous roll-call vote.
The board also approved a motion to increase the village’s restricted funds authority by 1 percent; that motion passed on a unanimous roll call.
On related utility and service items, the board revisited proposals based on a Nebraska Rural Water Association study to raise the water base fee to $43.50 per month and add a $2.75 charge per 1,000 gallons effective Jan. 1, 2025, and to increase the monthly garbage rate by $1.00 effective Nov. 1, 2024. Both measures were advanced by board motion to propose ordinances and passed on roll-call votes; they are proposals that would require formal ordinance adoption in a subsequent meeting.
Other routine business approved during the meeting included the minutes from Aug. 14 and Aug. 26, the treasurer’s report and payment of presented bills (the board voted to hold an invoice from Sargent Well Drilling pending clarification). The board approved several building permits, including for a prefab home and garage at 100 E. 3rd St. and a 30×40 building at 105 N. Hwy 77 (Kohout abstained on the last vote). The board approved a $3,000 donation to the Cortland Fire & Rescue training fund and authorized a 25 percent highway allocation match of $1,768.
The board adjourned the meeting at 9:55 p.m.
What happens next: the water and garbage rate proposals were advanced as proposed ordinances and would require formal ordinance readings or additional action before they take effect.
