Council holds first readings for Stony Mountain annexation, land‑use and R‑1 rezoning

The Maumelle City Council on June 16 gave first readings to three linked ordinances to bring the Stony Mountain subdivision into the city and set its land‑use and zoning. The clerk read Ordinance 1145 (annexation), Ordinance 1146 (land‑use plan amendment designating single‑family detached), and Ordinance 1147 (zoning map amendment setting R‑1). Each ordinance was read by title and scheduled for second reading at the next meeting.

Scott Grummer, director of planning and permits, told council the development’s preliminary plat and conditional‑use approvals were granted in early 2024 contingent on annexation, land‑use and zoning. The project required a secondary access connection; Grummer said an adjacent Pinnacle Heights final plat has now been filed and provides that access, satisfying the prior condition. Council Member Holt asked about the process and why three ordinances appear tied; staff explained the sequence (annexation first, then land‑use then zoning) reflects procedural requirements because the city must have jurisdiction to apply land‑use/zoning designations.

City attorney remarks: the city attorney noted the annexation language commonly assumes landowner requests to annex and asked staff to notify council if unanimity of landowner consent changes before third reading.

What’s next: the three ordinances will return for second and third readings on the council’s regular schedule; if landowner consent or other conditions change staff will inform council.
