Resident describes dog attack; board discusses animal-control enforcement and ordinance distribution

During the Sept. 16 meeting the board heard a police report and a resident's account of an animal attack that prompted questions about local enforcement and ordinance clarity.

Hernandez reviewed police concerns including ongoing matters with the LPD, recurring cat complaints, contacts with the State Department of Agriculture and a recommendation that animal ordinance violations be classified as infractions so officers can issue citations rather than rely solely on misdemeanor processes.

Resident Cynthia (Cindy) Welsh described an incident in late May or early June in which a German Shepherd living at 705 2nd Street charged and attacked her Yellow Lab while she was walking. Minutes state the dog —jumped on her dog, biting and attacking—; neighbors later confirmed other incidents, including a separate bite that required ER treatment. Welsh said she filed a complaint at city hall earlier and received no follow-up; she asked what protections residents have when a dog repeatedly behaves aggressively.

Board members discussed enforcement options and noted neighbors had not always filed formal complaints. Ruble said the board needs to take a stance on persistent aggressive animals. The clerk and staff agreed to provide the dog owner with copies of applicable ordinances and to contact Welsh with an update on the complaint status.

What happens next: staff will deliver ordinance language to the owner and follow up with Welsh; no formal enforcement action or fine was recorded in the minutes at this meeting.
