Ceresco Board adopts ordinance adding Celebrate Ceresco committee, approves utility-disconnect policy and other governance items

The Village of Ceresco Board on April 15 took multiple governance actions including passage of an ordinance, approval of a required utility-disconnect procedure, creation of a fire-station land subcommittee, and event permitting adjustments.
Ordinance 2025-1, adding the Celebrate Ceresco Committee to the municipal code, passed on third reading with a unanimous roll-call vote of Peterson, Ruble, Burklund, Custer and Johnson; the Chair instructed the Clerk to publish the ordinance within 15 days. The Board tabled Ordinance 2025-2 and Resolution 2025-5 for a future meeting.
The Board reviewed a procedure prepared by the village attorney to comply with a recent change in state statute that requires a written disconnect policy for delinquent utilities. Burklund moved to approve the disconnect policy; Peterson seconded and the motion passed unanimously. The Board also approved extending the Celebrate Ceresco liquor license on Saturday, July 12 to 1 a.m. (motion by Peterson, second Ruble; unanimous vote) and approved a $150 band deposit for the event. The discussion about accepting credit cards for the event was tabled.
On the Fire Department’s five-year station and land plan, property owner Serge Derun requested a commitment or down payment. The Board did not commit and instead created a subcommittee of Peterson and Burklund to review land options and work with the Fire Department. The Board also approved redoing the RCPS sewer rate based on prior usage for sewer-only billing; the water portion was tabled.
What happens next: Clerk to publish Ordinance 2025-1, implement the disconnect policy, subcommittee to report back on fire-station land options, and staff to follow up on RCPS billing adjustments.
