Federal funding for Jefferson & Wood project confirmed; village to press reimbursements and award construction-administration to design engineer

"We do have $83,330 in engineering and design fees, which we'd like to start immediately," the project lead said.
Trustees discussed contract language and ethics disclosure requirements for contractors. Staff presented three proposals for construction administration and recommended Kellard Sessions (KSCG) — the design engineer — for construction-administration and inspection services despite a slightly higher price. The project lead explained the design firm’s familiarity with drawings and prior decisions should reduce coordination costs and change-order risk, which could yield savings over the construction life cycle.
Trustees asked staff to refine contract language and include an ethics-disclosure requirement at contract signing; staff indicated they will return the item as a legislative item on June 23 with revised language. The village also discussed timing for actual reimbursement payments; staff estimated cash obligations to the village could arrive in approximately September.
Next steps: staff will (1) press the reimbursement requests, (2) finalize construction-administration contract language and ethics-disclosure terms, and (3) place the construction-administration award on a future meeting agenda for formal action.
