Norwalk Traffic Authority unanimously approves road closures for summer events and a parking reconfiguration

The Norwalk Traffic Authority met June 15 and unanimously approved multiple event road closures and a parking reconfiguration intended to support summer festivals and races while maintaining traffic and public-safety controls.

Commissioner Paladino called the meeting to order and the body first approved the minutes from May 18, 2026. The Authority then considered a series of event applications and one parking change.

Jerry Tony of Norwalk Seaport presented the Oyster Festival application, which seeks closures on Sea View Avenue, Harvey Street, Betts Place, Goodrow Street and Cottage Street. Tony said the “48th annual Oyster Festival” will use shuttle buses from the beach and the community college, that the Norwalk Police Department will control Sea View Avenue and the East Avenue intersection, and that organizers deliver notices and parking passes to affected homeowners. With no objections from commissioners or police, the Authority voted to approve the closures.

Organizers next presented the Black Heritage Parade route, beginning at the Webster lot, proceeding down Dr. Martin Luther King Drive and North Main to Washington Street, Water and Haviland streets, and finishing on South Main with a planned closure of Washington Street at Washington Square Park through roughly 6 p.m. Billy Keely (speaking for Melody) and Melody confirmed the plan and that it mirrors the previous year’s setup. The motion to approve was recorded as made by Ron Palbiano and carried unanimously.

James and Shannon Whipple described the Saugatuck Half Marathon and 5K, which will start at 8:30 a.m. on Sunday and typically conclude by about 11:30 a.m.; organizers said they use signage, LED message boards and social media and that past years produced no complaints. The Authority approved the proposed closures.

A TMP traffic analyst presented a staff proposal to reconfigure on‑street parking on Isaac Street as part of the Wall Street Place streetscape project. The plan would move parking to the opposite side of the street, convert an existing two‑hour unmetered zone to three‑hour metered parking (enforced 9 a.m.–9 p.m.), and, by the analyst’s estimate, add one on‑street space. Staff said written notice had been provided to residents and businesses; the Authority approved the change.

Jim Marone described a World Cup watch‑party to be held on River Street. Organizers proposed an 11:00 a.m. closure to allow setup, spectator entry around 2:00 p.m., a 3:00 p.m. game viewing and street reopening by 8:00 p.m.; the application listed 1,500 placeholder tickets to manage capacity. Marone said the setup would mirror the Kentucky Derby events the city has hosted. The police representative said there were no issues with prior comparable events and that additional police personnel would be assigned for the World Cup event; the Authority voted to approve the application after organizers agreed to correct an erroneous application date.

The TMP traffic analyst told the Authority, “we are proposing to move the parking to the other side of the street” and said the change would add an “extra on‑street parking space.” Jim Marone said the watch‑party would be “a pretty much mirrored” arrangement of the city’s earlier Kentucky Derby events; the police representative replied, “No, we’ve had no issues with Kentucky Derby” and said extra officers would staff the World Cup event.
